Senate Reform to Safeguard our Democracy
Every Senator must take The SENATE oath of office to “…solemnly swear … (to) support and defend the
Constitution of the United States, which begins with
“We the People…in Order to Form a more perfect Union, Establish justice, Ensure domestic tranquility,
Provide for the common defense, Promote the general welfare, and Secure the Blessings of Liberty… do
ordain and establish this Constitution… As we can see above, Senators are supposed to pass laws to
“ensure Domestic Tranquility.” The mood in our country is anything but tranquil, as “We the People”
are not able to move the machinery of government to be responsive to national needs. The Senate is the
cause of much of this dysfunction. Only 2% of laws pass the Senate, due to the Filibuster, as 60 votes
are required to end a Filibuster and pass a bill! In addition, the Senate, with 30% of its members
over the age of 70, rewards seniority and incentivizes gridlock.
We support a modification of Senate Rules to eliminate the Filibuster, which is used to block 98% of Senate votes. We support term limits for Senators, and I pledge to limit my service to no more than two terms.
Housing affordability represents an existential threat to the California economy, as many citizens can
no longer afford to live here. That is why we support inclusionary housing ...
– the practice of building
affordable housing into every new housing development in California. At the same time, we support
streamlining the approval and permitting processes so that housing can be built much more rapidly,
will save time and money and solve the supply imbalance driving excess demand and higher pricing.
We support a national housing policy for zoned sites that eliminates the need for additional discretionary government approvals (excluding building plan check approvals) for all projects which build 25% inclusionary housing.
Homelessness is the most obvious manifestation of social inequality and the systemic underfunding of
affordable housing, mental health, drug rehabilitation
, and job retraining services. Martin v. Boise, a court
ruling by the Ninth Circuit Court of Appeals, requires that cities first ensure enough homeless
shelters before clearing sidewalks and streets. The housing must be built first.
We support a comprehensive solution to build expedited homeless housing, with ground floor mental, drug rehabilitation, and job retraining services, to house all the unhoused in California. In addition, we support laws making it illegal for states to relocate their homeless populations to other states.
The murder rate in the US rose 35% from 2019 through the end of 2021, to 6.8 people per 100,000,
compared to 2 per 100,000 in Canada, for the same timeframe.
In California, we have seen a 30% increase in
shoplifting, defined by Proposition 47 as stealing anything valued below $950. We see our stores
looted and flash mobs engaging in violence in broad daylight in previously safe areas.
Regardless, we support a national crime bill, utilizing the most effective reform policies coming out of the past few years, as well as supporting and equipping police officers to do their jobs in restoring order in all our communities.
Gun violence is now the number one cause of death for children, with over 6,000 children killed or
injured by guns in 2022. In addition, there were 332 children
shot at school and 650 mass shooting events in 2022. As
parents, we console our kids, who learn active-shooter drills before they learn basic math. This is
both infuriating and pathetic, considering the bipartisan solutions that unite most Americans.
We support gun laws requiring universal background checks, licenses for owning a firearm (like owning and operating a car) which would include mental health screening, and the reenactment and update of the bipartisan 1994 Assault Weapons Ban.
The 2018 fire season cost California $148.5 Billion in total losses. The Western US was recently in the
worst drought in 1,200 years, while 79% of California was
in an “extreme drought” at the end of 2021, despite the
19th wettest December on record. While we just had the wettest December on record in 2022, we know
that the next drought is just around the corner, and we are not in position to handle it.
We support Climate Resilience laws designed to preserve water during rainy seasons, prevent wildfires, provide for cleaner air, reduce pollution, and reduce our carbon output.
The United States should retain and extend its position as a net exporter of energy. Fossil fuels have
enabled worldwide economic growth
and the US retains enviable stores of fossil fuels. However, fossil fuel pollution accounts for
400,000 deaths annually. The US should continue to utilize fossil fuels, while reducing pollution
through more stringent emission standards and employ direct carbon capture at all power plants.
Corporate Average Fuel Economy (CAFE) Standards should be automatically increased annually to drive
further innovation and efficiency. At the same time, car manufacturers should be incentivized to
produce more hybrid and electric cars. With the increase in energy demand from more hybrid and
electric cars, the US must update its energy grid, build more power plants, and continue to
aggressively research and develop alternative energy sources, such as solar, wind, and nuclear.
We support building a more robust, smart national energy grid, making renewable energy tax credits permanent, promoting further research and development of alternative energy sources, and incentivizing direct air capture at power plants, to ensure a healthier, sustainable world for all.
A universal health care system, not just for-profit health insurance, should be available and affordable
for all. The United States spends
more than any other nation on Health Care, at $5 Trillion. Tax dollars are first used to subsidize
Health Care companies, which then charge taxpayers for coverage. And health insurance premiums and
prescription drug prices continue to rise! Businesses should not administer health care, as this can
cause people to stay in dead-end jobs just to keep their health care.
We support a universal health care system, like Medicare, for all. Private health insurance can still be made available to individuals who choose to pay for it. Medicare shall be protected for senior citizens.
The American educational system must be reformed to ensure that Americans are trained for the jobs of
the future. We support
an educational philosophy that encourages creativity and innovation, and equips students to fulfill
their potential. Teacher salaries should be increased, more teachers should be hired, and classroom
sizes should be reduced. Parents, distanced
from the educational process due to Covid restrictions, should be invited back in. Tutors should be
brought in to after school programs. Our college and university system is the envy of the world yet
has become unaffordable to most of our citizens. Costs have risen over 50% since 2000! For-profit
student loans with usurious rates have created a generation of financially insecure adults.
We support universal preschool, an increase in teacher salaries, reduced classroom sizes, parental involvement, and universal after-school programs. We support a student loan forgiveness program, including suspending the interest rate on outstanding loans.
Small Business Innovation
Innovation moves the world forward. We are committed to making it easier to start new businesses and to
fund new ideas.
Small business licenses, permits, and regulations should be simplified, and better access to financing
should be made available to support entrepreneurs creating the jobs of the future.
We support national business reform, providing streamlined and simplified guidelines to states to make it easier for people to start companies and build a better future. In addition, we support strengthening the Small Business Association, to provide more entrepreneurial financing.
Strengthening our border is a vital national security concern, not to keep all immigrants out, but to
know who is coming in.
Immigrants are not competing for jobs with most of our domestic born citizens, but they are fueling
our ongoing economic growth. The average age of the United States is 38 years old, with a 5% annual
population growth rate, putting us in a strong position relative to other nations, due to immigration.
We must create a Guest Worker Program for those without felonies, who want to work hard and pay into
the system, that can serve as a ladder to citizenship. In addition, we must make it easier for
immigrants who study in the US to stay and create the companies of the future here, versus returning
to their home countries, or moving to Canada.
We support strengthening our borders and creating a guest worker program that could serve as a ladder to citizenship. In addition, we support improving our Visa program to bolster business creation by US-educated entrepreneurs.

Hi, I’m Perry Pound, and I’m announcing my candidacy for the United States Senate. I am running because the Senate is blocking our national progress!
If you like the way things are right now, then I’m not the candidate for you. But, if, like me and most Californians, you’re no longer willing to stand by and watch the America we love slip away, then I invite you to join our campaign.
For those of you who don’t know me, I’m married to a California-born educator, and we’ve raised our daughter here. I’ve dedicated my career to public service, from the government to the private sector, and as an entrepreneur. I’ve been entrusted to:
- Invest $3 Billion dollars into the California economy,
- And $150 Million in fees to local parks and schools.
- Building 5,000 homes and multiple solar power developments, and
- Creating 7,000 jobs…
- And now I want to work with you to BUILD A BETTER FUTURE.
Up and down the State, people tell me they are outraged and anxious.
- We watch our stores get looted in broad daylight;
- We console our kids, who learn active-shooter drills before they learn basic math;
- We witness droughts, floods, extreme heat, and superstorms;
- We worry about being able to afford a house or pay the rent;
- We watch out of control homeless encampments cover our sidewalks;
- We know we spend more than any nation on health care, while health care companies continue to raise our prices;
- We’re concerned about the risk of World War III; and
- We cannot understand the rapidly disintegrating fabric of our culture.
The Senate, where progress goes to die, is the cause of much of our dysfunction.
- I will work to eliminate the Filibuster, which is used to block 98% of Senate

- I will push for Senate term limits and pledge right now to limit my service to
no more than two terms.

‘It’s not the strongest that survive, but those most adaptive to change,’ and our Democracy must “adapt or die.”
We need a new generation of American leadership, not focused on moving to the Left or the Right, but on moving Forward to solve the myriad issues facing our country today.
With a more robust Senate and new ideas, we can end this national stagnation and move forward again!
This is a defining era, no less important than the American Revolution, the Civil War, or the Depression/World War II. Historians will call the next decade The Fourth American Revolution.
